Yes, Columbo is a TV series, but toward the end of its run, the show featured several movie-length specials that each stood on its own as a separate entity. Columbo Goes to the Guillotine is one of these film-esque episodes. It features an aging Columbo who finds himself matching wits with a cunning psychic who's also a magician, and in many ways, this special surpasses the excellent earlier season offering "Now You See Him."
